Folder Options Aren't Sticking

So I am not sure whats going on? I have recently did a fresh install of Windows 7 x64 and have been having issues pop up, for instance: I cannot set folder options. I have unhid all of the hidden files and folders and they do not show up. I am not sure whats going on here but even when I go into Control Panel\Folder Options as seen by the attachment, the option never stays chosen in the radio field and no matter what I do, it doesnt stay.

Anyone got anything?

Personally, I don't like using programs like that since they often change other settings without your knowledge, and could cause other issues. :)
