My right click menu for foobar is missing icons in the tasks section. I've tried uninstalling/reinstalling foobar and rebuilding icon cache, neither have worked.

It looks like it may just be a jump list issue. You can clear the jump list items and see if they are recreated correctly.

To clear Jump List recent history

To erase individual items:

Open the jump list for Foobar> Right click any Recent or Frequent item> Click Remove from this list

To erase all jump list items:

Right click the taskbar and then click Properties> In the dialog box that appears Click the Start Menu tab> Uncheck the box for Store and display recently opened items in the Start menu and the taskbar> Click Apply and ALL jump list recent history will be erased.

If you have items you want to save before deleting all:

Click on the Pin button next to any jump list recent history item

To reenable jump list history> Recheck the box and Click OK. Once you’ve erased the history, re-enabling it will not bring back old items.

Suggest running CCleaner after disable and delete. Wouldn't hurt to delete icon cache and thumbnail cache

If using CCleaner for the first time, be sure to uncheck cookies and anything else you don't want to clean. I hope this helps. A Guy

I tried everything in the above post and the icons are still missing.

You might try this, it offers other features you might like, even if it doesn't fix the icon problem:
