Surely that's what Google apps, android etc are about- as the article says "agnostic" systems for people who use their many devices "promiscuously".
Microsoft will be competing in a field where they seem well behind so I bet in 5 years time we regard them as just another company which provides on line apps.
Sadly the current economic climate mean I only have one device so technological promiscuity is out for me.
