Formatting SD card

I have an SD card, has 2 partitions. First is 56 MB, second is 7.9GB.
I need to find a way to format the entire SD card as a single device, but the OS is only letting me format the 56MB partition which is basically useless. I cannot delete either partition, I cannot extend the first partition to use the rest of the disk.
Stuck.

Boot with Linux Live.
Run GPARTED.
Delete whatever partitions are currently on the drive.
Create one new partition for the entire drive.
Format the partition with FAT32.
Exit GPARTED.
Open File Explorer (the Linux version).
Right-click on the drive (in the left panel) and choose Properties.
Open the drive with Root access - enter your Linux admin password if prompted.
Create a folder on the drive.
Right-click on the folder and choose Permissions.
Give all listed users read/write access on the drive. Click OK.

You should now be able to access the entire drive in Windows.

I did the above on a USB flash drive; I'm sure the same would apply to an SD card.

I use Samba to share my data drive with the other computers at my house and with my guest session in VMWare Workstation Player.
I format SD cards to FAT32 for use in my Samsung Android phone under Windows using GUIFormat. I've done this with cards as small as 2GB and as large as 64GB but it supports larger cards as well. Latest version of the program supports FAT32 on VERY large drives, and so also supports GPT.

The SD card should be inserted into a suitable card reader (either built-in or USB-connected external) that supports the size of the card you're initializing.
