Archive.org aka the Wayback Machine is an attempt to save the contents of websites for historical purposes. I have used that site a lot to look at websites that no longer exist.

The two downloads you mentioned were uploaded there recently. Windows 7 Starter is OEM only and was never available for retail sale. You can download them if you want but do so at your own risk. That is because you have no way of knowing who uploaded them and if they are modified or not. Also, being OEM there is no legal way to get Product Keys and activate them.

Windows 7 Starter was 32-bit only. It was never for sale except to OEMs who installed it on low end netbooks.

At best, mislabelled, at worst fake.

Windows 7 Starter is the edition of Windows 7 that contains the fewest features. It is only available in a 32-bit version....

....This edition was available pre-installed on computers, especially netbooks or Windows Tablets, through system integrators or computer manufacturers using OEM licenses.

It is possible to make starter using a similar method that ms uses for upgrading editions. That is probably how it was done by an enthusiast.
It won't be an official release. There is no point in running 64 bit starter because of the restricted ram support of that edition.

The Starter edition is a stripped-down version of Windows 7 meant for low-cost devices such as netbooks. In comparison to Home Premium, Starter has reduced multimedia functionality, does not allow users to change their desktop wallpaper or theme, disables the "Aero Glass" theme, does not have support for multiple monitors, and can only address 2GB of RAM.Starter only supports 32-bit systems.

I can attest to this because I have Starter on a netbook right now. I was a little miffed when I discovered that I couldn't change the background wallpaper, and even though I could probably make that happen, I'm not in the mood to mess with it right now as it's not a big deal. The netbook is still as slow as when XP was installed. I just needed to update the OS just for my caller-ID program...
