FPS Drops after i installed a new motherboard and cpu.

Hello everybody! I've had this problem for a few month now and was hoping someone on here could help me.
So i installed a new motherboard (MSI 970 gaming) and a new CPU (AMD FX 9590) and my FPS will drop for a few seconds every 30 seconds or so. I've tried to reinstall Windows 7 but i believe it was a OEM version since my computer keeps saying failed to verify Windows. I have another version of Windows Ultimate lying around here somewhere so i might try to install that instead.
I a post from someone else who had the same problem a couple of years back. He said the problem was that a BIOS setting was holding back cores. I have no idea what setting that was though.
I've also tried to download MSI Afterburner and checked on the NVidia page for my GPU and it said that my
Base Clock (MHz) should be 980 and i've noticed sometimes it drop to ~130. My GPU is up to date according to NVidia Experience.

Can anybody help me with this?

When you replace a motherboard (or multiple parts in a PC) then when Windows "wakes up" it sees itself installed on a different computer, not the one it was activated on.

Just click on the Activate Now button and get the phone number to call Microsoft. Tell them what you did and they will get you activated again.

The graphics card could throttle down because of high heat or power supply problems. You don't list the PS in specs.
What are you using for CPU cooling?
What case do you have, and what are you using for case cooling?

To test for overheating, take the sides off the case and run like that for a while. If you have a window fan then blow that directly at the open case.

My power supply is a Corsair CX 750W.
I don't believe heat is the problem since it's constantly around 30-40 degrees celcius.
For CPU cooling im using a Corsair Cooling Hydro H55.
My case is a Cooler Master HAF X Big Tower Black.
I am uncertain about the model of my case coolers but i have a fan in the front of the computer.

That sounds like a nice system. Probably not a heat problem, but it's cheap to check.

You might try posting the question about FPS over in the Gaming forum here. That's where eyes will see it that play with those things constantly.
I do very little with high end graphics settings so will not be of much help there.

I was just told by someone that my CPU is not supported by my motherboard, is that true?

Yes I just saw that. Interesting.
They say that the 9590 is just the same chip with a higher clock speed. So it would run on the board if that is the case. Just lazy on MSI's part not to update their list.

So we are back to the gamers again I guess. No easy reasons here!

Yes.

I think you are OK on the hardware side, so long as heat is not an issue.

I'm guessing that you may need to make some adjustments to your graphics settings. But peeps that game all the time would know better about that than me.
