FPS Limiter for Windows 7?

I googled it real quick and didn't find what I was looking for. Does anyone know of one that works with Windows 7? I want to limit my frames to 30 (please, don't ask why).

How about enabling Vsync + Tripple Buffering.

Some games have a setting in game, or you can force it through the ATI Catalyst or Nvidia Control Panel.

It will limit your FPS to never exceed your monitors refresh rate if the GPU is capable of drawing more than that.

I set those already, but since my monitor's refresh rate is 60Hz, It only caps at 60 FPS. I want to cap it at 30 FPS.
