Freezing computer when trying uploading files

So I have this problem every time when I need to upload file to the internet. It doesn't matter what is the type of the file or which browser do I use, it's just keep freezing at the very start when I click to upload something. I try using different browsers, different sites(e.x. speedyshare, rapidshare, even google disc), I think it colud be something with the network card but I colud be wrong. I clean my computer with anty-malware programs, ccleaners and others, I have scanned my computer many times, I even formated one partition of my disc. I tried that drivers of my computer aren't outdated.

I don't think so because i turn off Deep Screen in Avast and it's only happening when uploadinh so i don't think that my antivirus is scanning file

Do you have any other PC to test with? Avast has many components. Try upload/download in Safe Mode with Networking. If same download Linux Mint MATE, make it a bootable USB/DVD. Boot with it (no installation needed) and see if it is alright. If alright we can focus on Windows. Did you try resetting the modem/router by the way?

Yes, I have test it on my 2nd computer and it was ok, everything and yes I have reset my router many times, I will check in the safe mode and I will report about it

I've tested it in safe mode and it's the same it's freezing when start uploading, now I need to download Linux Mint MATE and check if it'same.

Now it's even freezing when I quit the game Rocket League and after 1 min it freezes
