Freezing on loadup

I just got done formating and reinstalling my whole computer due to errors, hoping it would fix the problem. I still get this annoying freezing on the loadup. First, Lifestyle loads up there and has two options to post BIOS message or enter some setup. I am forced to hit to post the BIOS because if I leave it at that screen, my computer just restarts and goes back to the same screen. Next, I have to click F8 to enter some setup. Also freezes there but sometimes I will get lucky and it gives me the menu. I hit F4 to close and I finally get to the Windows 7 is loading with the orbs. But it doesn't stop there. At the same moment everytime, the orbs freeze right before they come together and have to wait atleast five minutes before they come together and load. Please, if reinstalling won't do anything I really need help with this problem.

Forgive me for not posting some specs first.

OS - Windows 7 64

Is this a desktop or laptop? Is the display adapter onboard or an addon card? From what your discribing it sounds like a peace of hardware is going bad. It's either some bad memory, cpu or mobo?
