Fresh Install Win 7 X86, winload.exe error

I have a brand new HD and an old HD. Both HDs are found and USB flash win 7 drive boots up windows files then returns winload.exe error. I have tried all kinds of options on here looking through the forum but no definitive answer. There are no problems with HD or memory from what I can see from tests. I have hirens boot cd and have tried a lot of options. Can any experts help me out? Thank you so much guys.

I also try to install XP from flash drive and I get BSOD.

Optiplex 170L
512 MB Ram

It will be helpful to know how you obtained your Windows ISO to create your bootable flash drive.
