Frozen arrow on sign-in screen - can't log on

I have fallen heir to a ASUS laptop. WE added my wife as another user. Been working ok for a few weeks. She just turned computer on and the bright blue screen came on but the arrow she normally would move with the touchpad won't budge; can't sign in. Any suggestions? (This is NOT the computer I registered with.)

Some laptops have key combinations that can be pressed to turn off the mouse/touch pad. You might want to try an external (USB) mouse. But, you should be able to sign in using the keyboard:

If need be, press TAB until the user of interest is highlighted. If there is a password, press TAB as needed to get to that field. After typing in the password, press Enter. Maybe you can troubleshoot the mouse/touch pad from there.

If all of that fails, maybe boot to the http://www.sevenforums.com/tutorials/69585-safe-mode.html.
