Frustrating User Account Control problem - HELP?

I really screwed up this time. I'm not really sure what i did...I was trying to figure out which account was my administrator account. I created a new Administrator account (password-protected) , and then I deleted that account. Problem is, I must have been using another Admin account - to be able to delete the new Admin. account, but now I cant find that Admin. account.
The 2 User accounts I have set up are both Standard accounts & therefore dont allow me to do a lot of things like uninstall a program or whatever.
Now, whenever I try to make any changes to anything, I get a User Account Control popup prompt, asking me to type in an administrative password & click YES, like this, with the Yes button shaded grey (inactive):

EXCEPT ON THE POPUP I GET, THE BLUE SHADED AREA YOU SEE IS NOT THERE,
so there is no way to type in a password & click Yes & proceed!

I'm stumped! I want to make some changes, but everywhere I try i get stopped by this popup!

Anybody know how I can undo what i did and get back to the way it was?

( I tried system restore , and tried to get into SAFE mode, but NEITHER OF THAT is working on my computer either!)
Also, the account I deleted still shows up in my Users list at C:\Users...but it has a" padlock " on the file folder icon?

I'm using Win 7 Pro BTW. and its an older Lenovo Thinkpad machine

Open Control Panel\All Control Panel Items\User Accounts.
There should be an administrator account.
Log of (Start - Shutdown arrow - Log off). On the Log on screen, select the administrator account.
Once you have logged on administrator account you can manage the accounts.

On my computer, I dont see "All Control Panel Items" after I open Control Panel.....

However I can get to Users via the Compter, C:\users path...Is that ok?
Once in Users, I see 5 folders, named: Default, george, Guest, Owner, and Public.
(I'm george, and I'm the Owner ��)
the george and the Owner folders have a little padlock on the folder icon.
Theres nothing to indicate an Administrator Account?
george was the administrator account that I created & deleted, as mentioned above.
The Guest and Owner accounts are Standard accounts.
I'm currently using either the Owner or Guest accounts to sign in, both of which require passwords.

Given that I dont see an Administrator account....any guidance?

(as a matter of interest, if I go to User Accounts via my control panel, and click on manage accounts or anything, I get stopped by the popup prompt I mentioned.....nowhere to type in a password. Its like im painted into a corner)

not sure what you want me to do exactly...

update: OK I think I know what you mean, did that
the only user account icon there is:
"Owner
Standard user
Password protected"

and, as I say, when i try to go in anywhere, I get that stupid popup prompt like this:

Had you tried using the hidden built-in administrator account? This account is always called "administrator". Select Run as administrator to use this account. For example,
Open Start Menu :orb:, and type netplwiz.cpl into the search box. Right-mouse click on netplwiz, and select Run as administrator. See if that makes any difference.

that's what I'm having trouble with. Cant remember specifically. I guess maybe by just right-clicking it somehow & choosing the Delete option - if that was possible?
or I was using another Admin User Account maybe, which I cant find now, & did it under Manage accounts.... I cant say for sure, sorry...
