FTP connects on server PC, but no other PCs on local network or from o

Windows 7 FTP server setup with basic authentication and running.

Chrome connects to ftp://192.168.1.101 on FTP server PC.
Other PCs on local network won't connect via Chrome to ftp://192.168.1.101
Outside won't connect to ftp://(whatismyipaddress.com)

Troubleshooting:
Router firewall turned off.
Router port 21 forwarded to 192.168.1.101.
Router Internet Filter turned off.
Windows PC 192.168.1.101 firewall turned off.
Shared the FTP file with 'everyone'.

Internet Explorer troubleshooting says:
Windows confirmed that "192.168.1.101" is currently online, but is not responding to connection attempts at this time.
This usually means that a firewall is running somewhere between the two computers and is blocking "FTP service". Windows has confirmed that Windows Firewall on this computer is correctly configured to allow this connection. However, a remote firewall might be blocking your connection.
If you have access to this firewall then configure the firewall to allow connections through TCP port 21. If you don't have access, contact your network administrator or Internet service provider.

PC runs at about 59.9 centigrade.
I guess this is a bump. Same problem here. No FTP sharing on local (home) network. Used to work. I did it a couple times a few months back just to test it and now that I want to map network drives to quickly transfer movies and tv shows to my htpc, suddenly it doesn't work.

I don't think it's SP1 related because a friend can still do it on his machine, running the same OS with SP1.
I tried all of the stuff you did already with no success.
I tried Control Panel > Troubleshooting > View all > Incoming connections
It reports an error that more than one device is performing NAT. So I took my modem out of the equation and still nothing.

Someone please help! this sucks. The only thing I have ftp access to is my old modded XBOX. ARGH!

Typing this command in the address bar "ftp://username:password@ipaddress"

Internet Explorer, Firefox, and Filezilla timeout
Windows explorer crashes and then gives me an error about typing something wrong or not having permission.
