Okay, the other day I was playing around with stuff on Windows 7 Ultimate (bad idea to begin with...) while playing around I decided to change my user's powers all off(This was in Security Local Disk (C:)). So I can't change any of the security stuff, I tried using the Hidden Admin to change my user's settings but that seems to be cut off also.

Please tell me there's a way to fix this without having to reinstall Windows.

hi
Ughhh, some dude a while back did the same thing.....
Casual users and NTFS ACLs.........

He somehow was able to change it all back though. I have no idea how he gain access to the tools necessary to get back to the Security tab (if you are denied access to the whole disk, it's likely you are denied access to the tools necessary to change the permissions).

The hidden admin account is in the same boat as all other admin accounts.

If you can get back to the Security tab somehow, you'll need to seize ownership of the drive. That's the only way you'll be able to change everything back.

When I installed Win 7, all of my files were Read Only, I could not alter any of them. I had to go through this. I don't know if you have tried this. Take a folder, right click and then click on Properies. You will see a Security Tag. Click on the Edit button. Change the priviledge and click OK. You probably have done this, but just thought I would ask.

If you can get access to the hidden Admin account, then simply create another user account with admin privileges. Once you have those, you can get access to everything on your system simply by taking ownership.

I am only going to say, this is bad advice.

My advice is, since you made Security changes to the Local Disk C:
You would be better off backing up what data you can and reload the OS.

You can try a Repair Install , which should fix these problems.
but you will want to backup your data, and you will need to reinstall all your software

I'll third that...you're never going to get back to a stable system with correct permissions. Bite the bullet, reinstall, and don't mess with stuff.
