Good, now try in clean boot, if it disappers it can be solved. If it does not disappear we know its from some software on the computer. We will just have to find it.

I was just looking at your task manger screen shot.
Noticed you have the sidebar running.

Stop that service and see what happens.

If clean boot does not work, one by one disable services as shown in task manager.

In the upper box, ignore items that you recognize.

For those items that you do NOT recognize, select that item then click the locate button.

A thick grey border will form on the window.

If you are thorough and pay attention not to skip any listed items, you will eventually locate the offending window.

Unless, of course, the offending apparition is not a window.

i dont know what just happed but when i restarted out of safe mode i disipeard i am now in normal windowes and it has gone i dont know what caused or fixed it but i am very happy and thank you all for your help and if any of you think you know what caused it pleas send me a msg

It was caused by software that malfunctioned. You reset it when you went into safe mode.
