Garbled Screen - ASCII? - DURING POST

I recently attempted an install of Win7 onto a friends PC. The specs are listed below. Here is a link to a screenshot of the problem www.ronnarozny.com.

This occurs after a Windows 7 install. The system boots to the Windows 7 setup, where personal options are selected. After this, a reboot will begin the POST, and prior to completion, this screen appears. I do not believe the POST has finished, and I do not think it is handing boot duties to the OS.

What I have attempted so far is:
Memtest - checked out ok.
Replaced CORSAIR mem with other sticks.
Reformat from command prompt on boot disk.
Removal of all hardware, including video card.

I am completely stumped on this issue, and any help would be appreciated.

Can you enable onboard video and leave the dedicated card out. That looks a graphic problem.

Yes. The onboard video does the same thing. However, it is only 8mb...

Your motherboard is probably defective. Replace it.

I doubt it is the mobo. I did search for a BIOS update... However, the HP and Compaq sites that link to the file are down, and I have had zero luck from other locations.

Out of curiosity, I installed XP PRO without an issue. It does boot to XP, but XP detects both the Radeon and onboard video. I have disabled the onboard video controller, and am now attempting to do an update to 7 rather than a clean install...

Noone has any other ideas?

Discovered the issue.

Legacy USB devices evidentally caused issues with Windows 7 on this PC. I have not seen an issue in any of my other 5 boxes. After disabling legacy USB support, windows 7 boots with no issues.

However, the Radeon 9250 is not supported even though it IS listed compatible on the windows 7 compatibility site.
