kdbsync.exe is related to the Radeon Catalyst Control Center. You can get the latest and greatest for your computer here: AMD Driver Autodetect
I don't know, but I _think_ that Radeon Catalyst Control Center will install kdbsync.exe.
Be warned: I recently started getting the message "kdbsync.exe has stopped working" when I booted my machine. I fixed that error by opening msconfig, and unchecking the box next to (look in Command column) [Cmd.exe /c start "AMD Accelerated Video Transcoding device ...(yada yada)... kdbsync,.exe" aml]
If you rename the file kdbsync.exe to something else, as I did to troubleshoot, you get the error message you saw "Make sure you typed...."
