Gmail add a folder

I want to add folders and subfolders to my Gmail to be able to store mail that I want to keep.
The instructions say go to Settings and follow down to the "Labels tab". I see NO such tab in the Settings.

Can anyone give me some information on how create new folders in Gmail??
