Good tweak tool for high mem usage

OK so

Laptop idling far to high physical mem usage

with zero items in start-up should be about between 9-18% on a win7 4GIG RAM Intel 2100MHz CPU
Mine is easily double that , even with defender and MSecurityEssentials turned OFF

what I'm looking for is diagnostic tools / checks to see if i can identity the target
reckon the experts here would know what programs to try

( scanned to malware/ virus -- nothing all safe and sound )
