I use the google toolbar on IE8 without any problems.

The Google toolbar doesn't come included in IE 8 for good reasons thankfuly! Typically addon toolbars are known to expose your system to adwares and other exploitations where the only addon bar used here is an IE security to flag bad sites during web searches.
Are you downloading it as a separate item to install separately or packaged with a software with the option?
