Graphics card causing boot problem

Hello Everyone.
Well, coming to the issue, my pc doesn`t boots up in the first try. It gets stuck after the "Starting windows" logo with a black screen. However, when i press the restart button, it boots up correctly. Okay, i think that`s may be confusing, so, here`s my problem explained in steps-
1. I pushed the start button on the cpu case.
2. Things go nicely until the "Starting windows" screen.
3. After this, just a black screen (not the black screen of death, it just stops booting with a black screen and the red led on the case stops blinking)
4. I pressed the restart button. It booted nicely.
5. The problem doesn`t appear as long as i`m only restarting or logging on/off but as soon as i press shut down or sleep option, the same problem happens.
I`ve a XFX HD Radeon 4350 1GB card. I tried re-connecting the vga cable to the card`s slot to no avail. GPU-Z reads its location at PCIe which means its in the PCIe slot. I tried changing the bios settings, "Init display first" to PEG and "Onboard VGA" to Enable if no exist PEG" thus disabling the onboard VGA but it too doesn`t help. Oh yeah, i forgot to tell that the problem doesn`t appear when my monitor is hooked to the onboard graphics card.
One thing i know for sure now is that the issue has something to do with the add-in card. But i`m out of ideas now. Tried upgrading and downgrading it`s drivers to no avail. Played with bios sett., didn`t help. Its so annoying that I`ve to always wait for the black screen just to press restart button and again wait for it to boot

It sounds like you might have a bad card, or do you know the wattage on your power supply?

It has become 2 months old today. And considering the fact that i don't mess with my cpu casing and neither its overclocked, i don't think the card is bad.
About the power supply, i don't know. I just have an UPS for powering the machine. How do i find the wattage supply?

Age has almost nothing to do with the likeliness that a card can go bad. I've had a brand new card die in a week. It's usually oversights in the quality control department, or a bad component that failed too early.

Your power supply is inside the computer. What brand and model is your computer, if you cannot open the case and see a wattage listed on the power supply itself?

My suggestion is to try using a powersrtip and plug your system diirectly into your household current and see if the problem persists.
Just wondering if it takes the UPS a bit to provide enough power to power it on correctly.

If a bad card's the case, then i'm fortunate that the card is under warranty.
Regarding the make, it's a HCL EzeeBee pc. On the CPU's carton, its written as "4097AZ155814 EZEEBEE TOP Z321 C2D"
And since i cant open the case, is there any way (s/w) to determine the PSU? Do i provide the details of the UPS? Will that be of any help?

will try that too... btw, on the back of UPS, its written:
input-220V
output-220V
power-600VA (just if it could be of any help)
This problem emerged just few weeks ago. So, i don't think there's something wrong with the UPS.

So from what I have been able to look up, HCL is basically like an HP or similar in the US? If so, your power supply might be a low wattage, just enough to power the machine. But there is no way for me to be sure that can be an issue without knowing the rating.

Let us know how it goes without the UPS, just the power strip

Plugged the cables directly into the household sockets.. Didn't help.

Since it is an aftermarket GPU, you have opened the case up before, yes?

By case you mean the cpu case no? It's been opened only once when the card was to be installed.. Just once..
And i saw that at the back of psu, its written 230V AC only. Only this much info I've about my current psu.. Don't know more than that... I can try opening the case but am sure i wont be able to put it back.
Also when the starting windows is about to disappear and the black screen is to arrive, the keyboard lights flash twice and then goes off. The light wont lite up even when i press caps or scroll or num key. I've set the boot to not stop for keyboard errors (well, my keyboard isn't bad. It works nicely) in the bios..

Do you have any paperwork on your purchase or some place on th PC where you can give us the entire model # so we could possibly look up the specs?

It didn't exhibit this behavior for the first month or so, worked normally until a few weeks ago?

If you have had your computer on for a couple of hours, then turn it OFF, wait a few seconds and then turn it back on, does it still exhibit the same behavior?

Just wondering is this happens only when the machine has cooled down a bit.

Nope.. Temperature seems to have no effect on the issue.. It happens every now and then irrespective of the temp.
Btw, today i got a couple of BSoD's also. I tried bluescreenview to view them but it doesn't read the crash dump files. The blue screens very likely are related to the card. Not sure though as i only get a glimpse of it. Should i upload the .dmp files here?

Yes, zip up the .dmp files and attach them. This will be very helpful

Also, I am not entirely certain how a GPU fit in that case. Could you measure it and give me some external dimensions of the case? From that photo it looks like the case is no wider than a 10 key!

How do i zip those files? Everytime i get error i.e. it's being used by another program. Tried in safe mode too. Didn't work.
And btw, my cpu cabinet's dimensions are 580x455x240 (mm)
