Graphics card problems: BSOD- PNP_DETECTED_FATAL_ERROR

I recently bought a 109 dollar HIS Radeon HD 7750 graphics card, brand new, from newegg.com. I plugged it into my motherboard, turned on my computer, inserted the driver installation disk, and proceeded to download the driver. It started to download, and then froze completely for about 2 seconds before giving me the BSOD with the following specs:

• Bug check string: PNP_DETECTED_FATAL_ERROR.

• Bug Check Code: 0x000000ca.

• Parameter 1: 00000000`0000000b.

• Parameter 2: fffffa80`05794a10.

• Parameter 3: 00000000`00000001.

• Parameter 4: 00000000`00000000.

• Caused By Driver: ntoskrnl.exe.

• Caused By Address: ntoskrnl.exe+7cc80.
• Full Path: C:\Windows\Minidump\042612-36551-01.dmp.

I need to know what's up with my computer. Is the graphics card not right for it possibly? I'm running a Dell Optiplex 745 minitower.

Let's start with the simple. Which model do you have?

As you can see, there are more than one type, and realistically, they all have small PSUs.

I already posted what model I have. I own a Minitower. Now, I know the power supply is not up to the requirements, but I have been told by many people that this should not matter due to the fact that the manufacturer's published requirement of a 400W PSU is inflated well above what those cards really need. And would this really cause me to have a blue screen with the specs I am providing?

You know what man? I think you are right about not having enough power for the card. I'm going to purchase a new power supply unit; they aren't too expensive. Thanks for the help!

Alright, I just got the new power supply up and running, and had no problems installing the graphics card driver at first. But the catalyst told me there were errors in my install, and it directed me to a firefox page that stated my install was not fully successful. So I uninstalled the driver, reinstalled it, and was once again blue screened. This is so horribly aggravating that I want to just return everything I bought; if I cant get this card working in the next 10 days I will no longer be able to return it at all, and this makes me especially nervous. Any ideas? I installed speccy to your request, and don't know what results you want me to post..there are many things it displays.
