So I lost my Hard drive about a week ago. I got Win7 installed with all the pertinent drivers, but whenever I play a 3d accelerated game, I get messed up textures or missing polygons that look like this:

Don't know if it will help you any but the only time I've ever had textures missing is from setting the in game AA to something different then what I have in catalyst control panel. Set the control panel to use application settings and give it a go.

I am having exactly the same problem as Doogee. Catalyst control panel is set to use application settings. I am using ATI drivers version 12.4. All drivers updated, everything working fine except most of the games. Getting really annoyed by this, I just hope that it's not hardware related.

Have you tried re-installing your AMD drivers? Uninstall your video drivers and install these.
link to the drivers for your hd 3200. Click on the green link on the amd page called AMD Catalyst 12.4b Hotfix Driver for Windows 7 and Windows Vista and it should start downloading the drivers and then install them.
AMD Catalyst

EDIT:
The missing Textures/particles may of been corrupted. Try Verifying the files by doing the following in steam for team fortress 2.
1. Right Click TF2 and select properties.
2. Click on the Local Files Tab.
3. Click on Verify Cache

I'm having the same problem, except it only happens in DirectX games, not OpenGL games. First I was having this problem in RuneScape but then noticed it in Half Life 2 aswell.

I have an AMD Radeon 3650 (512MB) and I'm using the Catalyst 12.4 drivers. I would downgrade to something like 12.3 or try the 12.6 beta but seeing as I'm on a laptop (Toshiba Satellite P300), it's difficult for me to find the correct drivers (the AMD driver installer off their website says something about incompatible hardware), and I couldn't find the drivers on Toshiba's site, so I have to rely on driver-updating software to find the drivers. :(

And about reinstalling: I tried that too and it didn't fix my problem.
