Grouped windows on taskbar can't be clicked

So recently I found that I can't click the tabbed grouped windows on the taskbar. I'm not sure what I could have done to cause this. It seems to be fine when I restart my computer, but will then randomly go like seen below. I'm running Windows 7 Ultimate 64-bit.


See that there is no highlight, or little x to close the windows.

Running sfc /scannow will cause no harm. Maybe some Windows component is out order or one of your running apps is the culprit. Or just another ultralow priority Windows 7 bug.
