Guidance on installing a new harddrive, with 3 dvd of Win7Pro initial reinstall disks.

1. Do I need to FIRST format the harddrive NTFS with system ( the old Format c: /s) ?
2. If so, does the OS in the soon to be renewed DELL still do that?
OR does that happen when I run the reinstall disks. ( NOTE I have a sabrent -usb adapter that I can plug into another DELL WIn7 Pro functional laptop. )

3 I also have a set of Win 7 Ultimate disks, running on a Lenovo, which Micro$oft decided was no longer legal, so black screen , run the slmgr rearm, and eventually the "reset bat" If I can hit the FN8 in time... BUT

4. Would I be better off Cloninng the Harddrive from the functional DELL win 7 pro for the HDD going into the other DELL..

NET Question: What are the steps I should take with this brand new Hard Drive to bring it up to loaded and ready to go?

The Lenovo - actually don't know, couldn't find. . But it's Fully, fully, loaded, originally came with Vista , only 4 gb memory.
