Had a popup screen saying I had to restart the computer for the updates to work. A message said to save a Word doc I was working on, so I did, and then it shut down and restarted. I had a dozen or so tabs open from the last week or so but they were gone. Why isn't there a warning that they will disappear after shut down? And they don't show when I go to History. Usually it might have, "12 Tabs open," so I would click on that and all the tabs would come back. Pretty annoying.

Why would you think their going to be a warning when you close browser? It's obvious when a computer restarts going to close everything that's open. Even when you manually close the browser all tabs will be closed.

Because it warned me to close an open Word doc so I wouldn't lose it. I thought anything else open would be saved when the computer came back on. When I accidentally close a window with a bunch of open tabs, I can always go to History, click on, "10 tabs" and they will come back again.

Nope, just M$ product unless you start auto save on other apps.
Your system specs are useless for us.
What browser please, if it's Firefox Quantum I may have a tweak for you in about:config or whip up a batch script to do that for you on shutdown if I can't find a free app on the net. batch script shutdown app with auto save error trap, simple.
Better yet PowerShell Script.

The warning regarding saving the Word doc came from Word, not Windows. When Windows is about to restart or shutdown it will send a message to all open applications informing them of this. Applications can handle this however they wish, including doing nothing. Typically a text editor such as Word would warn the user that they should save any open files. If a browser is to restore open tabs it would have to save them at his time. This typically isn't done. Window itself has no knowledge of what applications are doing so has no way of restoring them to the previous state. Applications need to do this themselves, if designed and configured to do so.

OK I'll remember that for the next time, thanks. Went back to History and found most of the websites I had tabbed, just took some time. I'm using Chrome.
