Hi Keyoung59,

Have you installed any Custom Themes?

Maybe it's just your background, but that doesn't look like the default theme to me, if you have any Custom Themes installed try removing it, and going back to the Default to see whether that fixes it.

Update

I'm using DisplayFusion Pro to run my dual montiors. The background is just a picture I have and the Windows Color & Apperarance set on black w/transparency enabled and the color intensity set low. I'm not using WindowBlinds or anything else to change the theme.

It only does this 2 or 3 times a day then goes back to normal after about 5 mins
