Welcome to SevenForums digiman!

Can you please elaborate by what you mean by pulses? Is it making a ticking noise, or??? How old is this PC? (Please fill in your system specs)

Hmmm a new PC and it's "thrashing" on Outlook???
http://en.wikipedia.org/wiki/Thrashing_(computer_science)

Did you import a large outlook .pst file from an older PC into this new pc by any chance? Or did you change outlook versions from old to new PC? Need more background...

Try running scanpst to fix issues with Outlook!

It is usually here: C:\Program Files (x86)\Microsoft Office\Office xx (12 or 14 if you have 07 or 10 version). Or just search your HDD for scanpst.exe!
Please let me know if that fixes for you!
