The answer is YES, If you remove a partiion, any drives in that partition will no longer be available and your data will be gone.
Suggest that you copy all the data that you wish to save to another drive or an external USB disk.
One thing is that it won't let yo remove the active partition like your C drive.

If you need to remove/over-write or (
secure erase ) data on a Hard Disk Drive while you are using Windows, have a look at the
clean all #7 option of this tutorial at the link below.

If you want to over-write a HDD before you start an installation of Windows have a look at this one and be sure to post back with any further questions you may have and to keep us informed.

Doing a format to a HDD does not remove or over-write any of the data on the HDD at all.
