My laptop apparently is having a hard time booting. I start it up, it will display the blinking cursor and stay like that forever, i hard shut it down and the BIOS will search for new hardware (as its suppose to) and then the blinking cursor will appear for around a minute before booting up! this is really annoying and ive already Reset the BIOS to default and Reinstalled windows (deleted all Partitions and made one) any help?

EDIT: The problem only occurs when laptop has been shut down completely, it doesnt happen during a simple restart

Could be a HD problem. Have you run a chkdsk?

CHKDSK /R /F:
Run CHKDSK /R /F from an elevated (Run as adminstrator) Command Prompt. Please do this for each hard drive on your system.
When it tells you it can't do it right now - and asks you if you'd like to do it at the next reboot - answer Y (for Yes) and press Enter. Then reboot and let the test run. It may take a while for it to run, but keep an occasional eye on it to see if it generates any errors. See "CHKDSK LogFile" below in order to check the results of the test.

Elevated Command Prompt:
Go to Start and type in "cmd.exe" (without the quotes)
At the top of the Search Box, right click on Cmd.exe and select "Run as administrator"

CHKDSK LogFile:
Go to Start and type in "eventvwr.msc" (without the quotes) and press Enter
Expand the Windows logs heading, then select the Application log file entry.
Double click on the Source column header.
Scroll down the list until you find the Chkdsk entry (wininit for Win7) (winlogon for XP).
Copy/paste the results into your next post.

Boot your Win7 DVD Repair console or burn and boot a Win7 Repair CD: http://www.sevenforums.com/tutorials/2083-system-repair-disc-create.html

Use Diskpart to make sure Win7 partition is marked Active: http://www.sevenforums.com/tutorials/71432-partition-mark-active.html

Now boot back into DVD Repair/CD, click through to Recovery Tools list to run Startup Repair up to 3 separate times with reboots to repair or rewrite the MBR to Win7: http://www.sevenforums.com/tutorials/681-startup-repair.html?ltr=S

may be yur MBR is corrupted.... if yu have yur win7 disk, try booting from it and choose "Repair Your Computer" option and select Command prompt and run "bootsect.exe" utility...
nw type any one of the following three cmd

1. bootsect /nt60 ALL
2. bootsect /nt60 SYS
3. bootsect /nt60 c:\ (if win 7 is installed in C: drive)

once this is done , just eject the DVD, take it out and try restarting yur system.. once its done perfect.. nw turn off yur laptop n try booting again..

let me knw if yu face the same issue again...
