You'll never know till you try it.

Where did you get the ISO file that you then burned to the DVD?

I done it about an hour ago, I got it from the Windows Media creation tool I downloaded that from this site here

Creating installation media for Windows 8.1 - Windows Help

I clicked on the purple button (link) and got the download instantly, selected the windows 8.1 pro option as I have a key for it, then it asked about then I selected English it started downloaded the installation file, then it put it on the DvD (burned it) I presume.

I'd at least see if that disk you burned does in fact boot your current PC and leads you to the expected Windows 8.1 installation screen. If it does, then just cancel out of it and reboot to your hard drive.

If it won't boot your current PC, it's not likely to boot the PC you build tomorrow.

Well, that sounds to me like that DVD does NOT boot your PC---unless you did not correctly choose the DVD drive as the boot device.

You have to figure that out or I'd expect the same thing to happen tomorrow on your new hardware.

I have no experience at all with the Media Creation tool, Windows 8.1, or your PC, so I can't say where you went off the track.

The disk is not correctly created.
You just saved the ISO image into the disk, instead of using a disk recording program to burn a disk applying the image on it. The disk must show the iso contents, not the iso itself. The image also contains the boot sector which must be burned into the disk for it to be bootable.

Will the new PC be a BIOS/MBR system or a UEFI/GPT system?

Most newer system are UEFI/GPT so you would need to create a UEFI/GPT install device. I'd recommend a 4GB or 8GB (or larger) flash drive instead of a DVD.

You can use Rufus to create the flash drive from the ISO you now have (from Media Creation Tool).
