Have admin rights but can't create new file in Program Files (x86)

I'm trying to solve a problem with the Aspell spell-checker for Notepad++ by using the steps described at this link... SourceForge.net: Notepad++: Aspell files - en.pws , en.prepl

However, when I right-click inside that folder to create a new text file, the only option in the "New" context menu is Folder; with a blue-and-gold admin symbol next to it. Our sys admin gave me administrative rights on this PC. I can install applications, see system files, etc. So I'm wondering why this problem?

Because only the SYSTEM is allowed to create files in there. (Through the installer)

You can however go to the folder you want to hand create files in and open the settings/security and go to your user and add full permissions. You can then create files by hand in that folder.

Better...create and edit the files on your desktop or in your documents folder then just drag and drop them to the location. Done.

Hmmm ... the simple solution.

Oops ... Just made a folder on my desktop, created the files with correct names, content and ANSI encoding, then copied them into the Aspell directory. W7 gave me a quick "Must have admin priviledges to do this" message with an admin symbol button, so I clicked that and they pasted just fine. Launched Notepad++ and ran a spell check. First time I clicked the "Learn" button I got "Error. The file 'C:/Program Files (x86)/Aspell/en.pws' can not be opened for writing."

Yeah looks like Aspell needs a windows 7 update. Which it'll get probably 6 months after windows 8 comes out :D

Programs are supposed to store user generated content under the users folder, not in the program folder. And being an open source Linux project I would expect them to know that better than most people that make windows programs. :/
