I guess I'm OK. File sharing tests:
reddash.gifYour Internet port 139 does not appear to exist!
One or more ports on this system are operating in FULL STEALTH MODE! Standard Internet behavior requires port connection attempts to be answered with a success or refusal response. Therefore, only an attempt to connect to a nonexistent computer results in no response of either kind. But YOUR computer has DELIBERATELY CHOSEN NOT TO RESPOND (that's very cool!) which represents advanced computer and port stealthing capabilities. A machine configured in this fashion is well hardened to Internet NetBIOS attack and intrusion.
reddash.gifUnable to connect with NetBIOS to your computer.
All attempts to get any information from your computer have FAILED. (This is very uncommon for a Windows networking-based PC.) Relative to vulnerabilities from Windows networking, this computer appears to be VERY SECURE since it is NOT exposing ANY of its internal NetBIOS networking protocol over the Internet.

Testing the ports shows this for every port:
Stealth. There is NO EVIDENCE WHATSOEVER that a port (or even any computer) exists at this IP address!

I question it too because at times I've changed my security settings just to see what the results will be, and it seems the results come back the same.

I've found a couple other sites, but they mostly test the browser. I'd like to find another site or two like this just to see if the results correspond to Shields Up.

I turned my Firewall off and got the same results ?

Yes it's normal if you are behind the hardware router.
Enable your firewall and then connect Internet cable directly from your modem to Network interface controller in your computer.
Right now you are probably connected this way:
http://www.subtraction.com/pics/0501/050105_home_network.gif
So hardware router is the first line firewall in this scenario and also this is why you have tests passed even with your software firewall disabled.
