Thought If I could run a Radeon HD 3650 on a Bestec 250w Power Supply, it's specs are:

Input:100-127V-6A , 200-240V-31 50/60Hz

Output
250W MAX.

+12V / 14A -12V / 0.8A
+5V / 25A +5VSB / 2A Peak 2.5A
+3.3V / 18A

+5V & +3.3V 165W MAX. +5V & 12V 218W MAX.

I wouldn't try to use that Bestec supply for the HD 3650

While both guys above are correct, that is the recommended specs.

There is still some chance that it will run anyway. Fill the PC specs in this PSU calculator. It will tell you the power draw of the rig with that card installed when everything is at full throttle.

Then if you have a decent margin (the whole rig needs less than 210W), you should be able to do it.
At your own risk, of course.

Note that PSU is weak, and others advise you to replace it due to apparently suspect quality issues let alone the ability to provide the necessary juice, it's a red flag.

I will just drive the point home:

This is not a part that should NOT be ignored, it can trash the whole thing.

This doesn't match with the OP's own specs so I guess this is a 3rd party or older system you are trying to keep going, so yeah I would replace it, it's $50ish well spent and will allow for a much better video card.
