HD videos not supported when full screen

My monitor doesn't seem to support 720p or 1080p HD videos on youtube when full screen. I have an HP 2009m monitor and it seems pretty new.

Do you think this is a monitor driver issue or graphics card, or maybe something else?

Sorry I should've been more clear on this. By this I mean when it's full screened it is still a little blurry and pixelated, like the resolution get's worse when it is full screened. It looks better when not full screened in terms of quality which is really annoying because then I have to choose between a large, low-resolution video or a small one with better quality.

I'm pretty sure it's just my monitor though because I have another monitor that is not widescreen and when full-screened videos look better on this other monitor as well.

The resolution my widescreen monitor is set to is 1600 x 900.

Does the issue present itself on all youtube videos in all available resolutions?

How about trying the 720p or 1080p options in youtube?

The perceived blurriness could just be due to the fact that the source material is so low res to begin with that when scaled to your monitor in full screen mode all of its inadequacies and artifacts are made even clearer than they should be in windowed mode.

Is it only on Youtube? Files play well?
Might be your bandwith. Although I always set to HD on Youtube videos, sometimes I feel that it is not really 720p or 1080p - especially when I am downloading something in the background (although to be honest, with my 100mbit/s connection, simultaneous downloads should not pose a problem).
I feel Youtube has a lot of dynamic range when streaming their videos, but I cannot support this with facts. Just a feeling.
