HDD Drive Letter Keeps Changing

I just got a couple of new HDDs to make notebook backups (clones) on. When I first formatted each one, using a USB dock, I set the drive letter of each one to U. Everytime I change the drives, the drive letter changes itself to E. I change them back to U but they change themselves back to E the next time I put them in the dock. What is going on here and how can I keep the drive letters from changing?

Why should the computer care? Both drives will never be connected to the computer at the same time. The dock can hold only one drive.

Go to Disk Management and assign each what's called a Volume Label...then assign a drive letter.
The volume label can be any name you choose.
After doing this it will retain the drive letter whenever plugged in...as long as that drive letter is not in use.

Win 7 does remember what was connected to it. This makes faster plug-play recognition of each device it knows already as it remembers what drivers are needed and loads them straight away instead of looking for them.
