HDMI / Window Maximization Problem

I have this strange issue here. I leave my HDMI cable plugged in from my Sony laptop to my Sharp TV. I never unplug it. Problem is, when I close my laptop, then re-open it - all my open programs' windows are no longer in maximized state. They are "full screen", but not maximized. See attached for examples:

Nvidia Driver:
8.16.11.9107

I do not press power button or sleep button, I simply close the laptop lid and reopen. I do not require password again to login as well.

I have replicated this on dozens of Nvidia drivers. I replicate this whether or not the TV is on or off as well.

Please help.

Just realized it had nothing to do with the hdmi, I unplugged it and same problem persists.
