Help about Administration rights on computer.

For some reason, when I try to do some administration changes, I don't think they go through. Today I noticed a folder in my hard drive that had a locked icon on it. Some big c1724734hds or something, anyways I tried to change it from Read only to not read only, yet it said I couldn't go through with it. I'm the only one on this computer, its my computer. It's wierd though because in my user thing it's saying I'm the administrator, am I doing something wrong here?
