"Control Panel>Display>Personalization>Windows Color>Advanced appearance settings..." is where to go to bring up the Classic Windows appearance gui there. The image here shows the various items in the dropdown list of choices for changing color for things like 3D objects which changes the borders and menu bars on windows for example.

The remaining changes in appearance are generally taylored with custom themes. Simply browse the section here for the various threads and have a look at the tons of them available!
The advanced color section there is mainly for tweaking the appearance once you have a theme applied for changing borders, inactive backgrounds in windows, etc. as you look those over. You can easily reverse any changes after clicking the apply to see how that works by reappying the defaults or changing the item changed to the original.
If you go into the expanded color chart seen when dropping down the "color 1" tab you can raise or lower color intensity as well by fading from one color to another.

So I need to make my own theme to do that. For example here another screenshot where they're doing what I want. I just don't know how and can't find any info on it. I hope its not Windows Blinds thats doing it.
Sounds like Windows Blinds is. That's a 3rd party addon for customization over the defaults included in Windows. One quick looks shows the appearance was alterred by WB.
