Help Error code 1317

I am far from a expert but can hold my own with computers and this has me stumped. I have windows 7 ultimate retail and I did a custom install from vista, I have tried several different ways to install quicken 2010, microsoft money 2007, and even adobe reader and I get the same error message 1317, states it cannot make the folder in programdata\windows\microsoft\program or something like that, or same beginnig the startmenu, spent hours on chat and phone with quicken tech support and nothing, cannot find anything helpful online except others that have contacted microsoft with no solution. I like windows 7 so far but I am about to go back to vista soon if this can't be fixed, I even bought a register cleaner, cleanmypc just to see if that would help but nothing, anyone please help me keep windows 7. Thank you in advance

Hi Welcome to SF,

I guess the issue is with write permissions to that file folder. You could Enable the Build in account and try to install it there

Also you might want to try to create another user account that has administrator privs. and see if it does the same thing. If so, there might have been a bit of lost communication when installing, especially if your account in Vista wasn't one with full permissions.

On my copy of Win7, there's no Windows folder in the ProgramData folder
Have you tried making the Windows folder, then the Microsoft folder, then the program folder?

"ProgramData" is a hidden folder, but it does exist. Try what was suggested though and see if you can create the folder yourself. If you cannot, give us the reason it tells you so we can better understand it a bit.

"ProgramData" is a hidden folder, but it does exist. Try what was suggested though and see if you can create the folder yourself. If you cannot, give us the reason it tells you so we can better understand it a bit.

I guess he cannot create one because the ProgramData folder contains all your application data, like program settings, user data, etc, for all of the installed programs on the computer. I won't recommend to create a new one maybe it might be the permissions. You can also Enable the Hide Files and Folder then under C drive you can find it. Then you have take permission for that folder

Must most of the permission problems should be solved under build in admin account

Thank you and happy holidays to all for your help. I did get this resolved and want to share what happened, first I tried the build admin suggestion, what happened after I did that was a plain black screen withno programs what so ever in my start up menu and when I went to try to install the program I got this error message c:\windows\system32\config\system profile\desktop refers to location that is not unavailible..and some other stuff saying it could be on hard drive, well i went back and set everything back to where it was prior to. Then I tried to manually create the folders and got the orginally error message that prompted this post. I then used the take ownership suggestion and this finally worked, but it still prompted 3 errors aying 1903 for 3 different ink files in quicken but it did install and works perfectly as far as I can see. Thank you again to everyone and stay tuned because now I'm gonna try to put in my microsoft 2007 office suit and hopefully will not have any issues

OK, I guess I spoke to soon, now since I did that build admin thing, and it wiped out everything in my start up menu, like when you click on it and click accesories for instance, paint is gone, everything is gone, is this because of the ownership step i took or something different, would running the installation cd and clicking on repair my computer solve this?
