Jonathan is 100% correct, it is there. To activate it, try the following.
You must have some browser, now. Go to search by start and type default. In the default screen, you should see IE 8, just check it to be default. Then it will be your default.
If not there go to search type turn windows features on or off
Put a check mark by IE.
