Soz only found this thread a bit late but here's a quick rendition. Unfortunately like the others say the image is pretty poor quality so it's very hard to work with.
Photo restoration is difficult at the best of times but it does help if the image is scanned at he highest possible res.
Needs allot more work but you get the idea ;)

What I did was try to bring out your Dad, and clean him up a little. Lots of noise removed (I hope)

I would love to edit this picture however, I am on a limited account. I cannot download or open any third party tool because of the websense.
However, I can tell you a tool which can help you in a better way.
The software is called "Photoscape" and it is really easy to use. It has some of the unique plugins and features which no other softwares have.

Here is the link for the same :
PhotoScape Download - Softpedia

After installing it, open the program and choose "editor" from the options layout
Drag and drop the picture and start editing it.
The best tweaks in the software are "Bloom" and "Background light"..Don't forget to use those options and do upload the final picture...;)

I've never heard of NoiseNinja John... I'm a professional tuber who works for a few artists. So I used some of my tubing skills in PSPX3. I was going to take the photo into PSCS4, but ran out of time.
I just used my pen & tablet, some softening and default PSPX3 filters. To be truthful, I don't remember which ones, coz I was just playing. I am not used to working with photographs. I usually work with tradition & digital art.

I think I might have tracked the original down now and will see if I can get it scanned in HI-Res and post it up again.

A high res scan would be good. We can all have a really good go at it then. Look forward to the new image. Point though, Steve you might find that the high res scan will be a big file size. It might be too big for the Forum as I think the max is 2mb which is not very big for high res scans. You might have to upload it to a server. Make sure if this happens that it doesn'tget reduced by the servers software.

Remember that the maximum file size for a .png image that can be uploaded to our servers is 2.00 MB. To ensure no problems, make sure that your final image does not exceed 1.95 MB to give a bit of leeway.

I thought there was a restriction on the file size we could upload to the Forum server but I would suggest that as we are looking for the very best original we can get it would be pity to compress the file in any way just to get the file size down. I am going to guess that if the original photo is professionally scanned then it is going to generate a file size of at least 8Mg. Uploading to a server will then be necessary.

Steve could just get a high resolution scan, and of the file size is over 2 mb he can just zip up the contents (8mb max).
