HELP pls!! d3d9.dll missing

OK.. so I have been trying to play my games the past week and I'm about as fed up as I can be with this error.. I've done everything I can think of or that has been recommended aside from reinstall windows 7.. and honestly if I had a fresh install copy that didn't have all the added crap that I'd get by having the company re-install it for me, I would do it myself. ANYWAY! I have been getting the error that i'm missing d3d9.dll I can see it in the start menu search but the programs aren't seeing it.. I have re-installed dirrectX and my nvidia graphics driver and all the updates for everything and I've still had NO luck what-so-ever. It was recommended not to download this file off the net somewhere to replace the one that's already here but 1 I wouldn't know who to trust to do it and 2 I don't know if it would mess things up more or actually fix the problem as to why that would be recommended.. I have windows 7 home premium 64-bit. As of today a new .dll file is showing up missing from my programs and sending me errors.. mscorjit.dll It's supposed to display photos. I read from another post that when errors like this start popping up it's usually due to malware etc. I have avast antivirus and CCleaner installed and have run sweeps. I've defraged and uninstalled and all sorts of things here and there to get this fixed and as stated I'm about desperate... ANY help would be more the appreciated!!! I do not recall anything being installed the day these errors started appearing, so I wouldn't have any clue if something that's been installed has been messing things up. I wouldn't be surprised a bit though if it did.. there was 1 thing I tried to install before I got the adblock program and I clicked the wrong install button (out of 5 on the page) and it downloaded something other then the CCleaner that I was trying to install to fix my comp or keep these things from happening.. I have since deleted all of that and it shouldn't be on my computer unless they're in hidden or deleted files somewhere... any ideas? or know where I can find a fresh install of windows 7? I do have an acer that has the touchscreen and tower built into the monitor.. so I would have to find all the drivers. I have a storage device that's new I can put the basic install files on it to run after the new install.. but if i can get away without the fresh in-stall It would be nice.

The FreeRealms game gives me the can not find 3d support. The guild Wars 2 will pop up the load screen the go non responsive. diablo 3 won't load the log in screen. starcraft tries to use the on board graphics card.. nothing i have is pirated and I own the disks.. I have tried to uninstall and re install guild wars 2 hoping that might fix it to some extent but it errored while trying to uninstall and said it couldn't find what it was looking for...

did this once already but will try installing some of the 'recommended' files and hope one of them kicks in.. waiting for the DL to finish..

ok so i tried to run it again.. and i ran the install/repair framework while waiting for the file to dl... it 'failed to finish.' maybe someone has an idea?
