help: system restore with command and task

Recently my computer got killed by some virus before i could even get a name on it. The result is that after logging in in normal mode i have a blank black screen. After trying several things such as putting the OS disc in and booting the drive etc etc, nothing works. The closest I've gotten is using the command prompt and task manager that i can access in both normal and safe modes, however I still cannot access Control Panel. I have also accessed my hidden "administrator" account and am able to use it. However, when typing in the restore command "rstrui.exe" i am told:

"System Restore has been turned off by your system admin. To turn on System Restore, contact your system admin."

This is as far as I am able to progress as I haven't found a way to turn restore "on" with commands. Any help is appreciated.

The bad news is, if the Virus actually turned off System Restore all the restore points are gone.

In Command Prompt issue the following command: vssadmin list shadows . That will list all restore points unless Richard is right (which I am afraid he is).

Just one further point, the virus may be in the restore points, also.
