Help - Windows Will Not Take Focus/Switch

Hello. I have been using Windows 7 since Build 7000. I am now having a problem that I had before but last time it just went away.
Windows do not switch, they just sit there and blink when I click on them. Or if I Alt-Tab. Switching from Task Manager does not even work nor "Bring To Front". What does work is Window Key-Tab but I do not want to have to do this all the time. I just want to click an not have them blink.
This happens on multiple machines (2), both are quite high end.
1st: AMD Phenom II X4 3.4GHz 965, ASUS R.O.G. Crosshair Formula III Motherboard, 8GB G.SKILL DDR3 Dual Channel RAM, 1TB HD, ATI Radeon 4850 - Sometimes Dual 4850s, Sound Blaster Sound Card That Came With Motherboard.
2nd: Core i7 920 2.66GHz, ASUS P6T, 6GB DDR3 Tri-Channel Corsair RAM, 1.5TB RAID 0 (3 500GB Software RAID), ATI Radeon 4770 - Sometimes 4850 Card Is In It, Sound Blaster XtremeGamer.

I guess the problem is Prevent applications from stealing focus
I XP we used to change a registry value to fix this issue
TIP – Stop Applications in Windows Stealing Focus | Pro Reviewer (My Free Review)
You could try this and see whether it fixes the problem. Make sure the Speech recoginition is turned off

Well I seem to have solved it.
I ran a program called Game Booster (disables all un-needed services to free up resources so you have more for gaming). I have never used this program for gaming. I only use it on problem machines that are running to slow to work on or this.
Not sure what it is but I guess I will just have it run at start-up.
