help with a mouse pointer question

when you move my mouse to the middle of the wallpaper screen it tuirns into the swirling circle like it is thinking or opening something, but it is not. When you move off to the side it returns to a mouse pointer. you can leave it in the center fovever and it does not go away....

any ideas why?

Does this happen even fresh after a boot up, with no programs open? Does it happen in Basic themes as well as Aero themes?

Updated as much as I know
Aero themes, after i boot up it has been about 15 minutes since, it has just turned off (20mins after boot).
No programs open, brand new computer. I have only had it 2 weeks, haven't really installed anything on it yet. This only happens in the middle of the screen and doesn't seem to prevent me from doing anything

It sound to me that something is still loading in the background long after reaching desktop. I would do a clean boot:

How to Troubleshoot a Problem by Performing a Clean Startup in Windows 7 or Vista

If the problem disappears, it has to be one of the services or startup programs causing the problem. To find out which, reenable these one at a time until the problem returns. The last services/program reenabled when it returns is the culprit.
