Help with "bootmgr missing"

I am confused. I have an Acronis True Image file that I am trying to restore to a HDD. The image file is a bootable Win7-64 image. I can restore it to HDD#1 and all is good. I then tried to restore to HDD#2 and I get the error message during POST bootup. I restored the image file the same for both HDD's, so I don't understand.
1) Can I just fix the bootmgr problem.
2) Why does the image file work on one HDD and not the other?

Unplug all other HD's except the one you're trying to boot which is getting the error at boot. Set that HD first HD to boot in BIOS setup.

Mark the Win7 partition Active: Partition - Mark as Active (Method Two)

Run Startup Repair - Run 3 Separate Times until Win7 starts and hold the System Active boot flags on its partition.

I'm not sure how inability to reimage to second HD relates to BootMgr is missing error, but I've given you the fix for the error.
