help with 'HTPC' graphics options

I'm basically using a mini tower as an HTPC, and I want to upgrade my graphics card. The way I have it set up works will all of the cards listed on this site: Best HTPC Graphics Card, my question is which one should I get if I want the best one for the lowest price? I don't want to buy a piece of crap, but I also don't want to over pay for a glorified piece of plastic and solder. A little help would be appreciated.
