Help with one specific security update

Hi I am running windows 7 ultimate x64 and have had an issue with moving my mouse when watching flash content the bits drop causing a slow down of the video. After making sure all my drivers were up dated and everything on the computer was in good order by running diagnostics test I found that this is a problem with windows and internet explorer. After further review I did find a fix that Windows put out MS13-047: Cumulative security update for Internet Explorer put out on June 11, 2013, so I tried to download the version for my OS and it said this is the wrong version. I proceeded to try all of them just in hopes of getting lucky and they all said the same thing. I know I do not have this update because I recently formatted my hard drive and their is only like 30 updates in there. Does anyone know if maybe I doing something wrong and if so could you point me the download I need to get this update. Thanks in advance
