Help with System Repair

Hello everyone. I own a Samsung QX410 and while I was browsing the Internet it crashed and would not start normally without crashing. So I've tried running Repair my system, even Repair my computer from my windows disk. But every time I do that it comes to a blue splash screen (with the bird, leaf, etc.) and it would not do anything. No options would come up and it would just sit there. Anyone know how to fix this?

Do you happen to have a Restore Point prior to when the issuebegan?

If you don't have a restore point or if it doesn't help, I'd try running a system file checker scan from an elevated command prompt (option two.) If problems are found run the scan 3 times rebooting in between each scan.

Or you may want to skip troubleshooting and go straight to a clean install.
